Anti-Ragging Committee Guidelines
As per the UGC Regulations on curbing the issue of ragging in higher educational institutions, 2009 (under Clause (G) of Sub-section (1) of Section 26 of the UGC Act), DPG Degree College has established an Anti-Ragging Committee to eliminate ragging from the campus.

1 Objective:
The main goal of the committee is to eliminate ragging through strict regulations, ensuring that such acts are prevented and violators are appropriately punished in accordance with legal provisions. Additional objectives include:

  • Promoting a safe, inclusive, and democratic campus environment.
  • Educating students on their rights and responsibilities.
  • Offering support in resolving personal and academic concerns of students.
  • Fostering an institutional culture that is student-friendly and promotes development.
  • Ensuring overall growth and excellence of the college.

2 Definition of Ragging:
Ragging refers to any behavior that:

  • Involves verbal, written, or physical acts of teasing, handling a student rudely, or treating them disrespectfully.
  • Results in rowdy or disruptive actions that cause annoyance, distress, or psychological harm to juniors or freshers, or incites fear or embarrassment.
  • Forces a student to perform tasks they would not ordinarily do, leading to physical or psychological humiliation or harm.

3 Punishable Acts of Ragging:
The following actions related to ragging are subject to punishment:

  • Encouraging or aiding ragging.
  • Conspiring to engage in ragging.
  • Engaging in unlawful gatherings or rioting during ragging.
  • Causing public disturbances or violating moral standards.
  • Physical assault, including causing injury or grievous harm.
  • Restraining or confining a person against their will.
  • Use of criminal force or intimidation.
  • Acts of extortion or trespassing.
  • Sexual harassment or unnatural offenses.
  • Damaging property or threatening victims.

4 College-Level Punishments:
Punishments will be enforced based on the severity of the offense. In accordance with the Anti-Ragging Act of 2009, the following measures may be applied:

  • Temporary suspension from classes and academic privileges.
  • Ban on appearing for exams or participating in evaluations.
  • Prohibition from representing the college in external events.
  • Suspension or expulsion from hostel accommodations.
  • Cancellation of college admission.
  • Rustication from the institution for up to four semesters.
  • Permanent expulsion, with a bar on re-admission to any other institution for a specified time.
  • Fines ranging from ?25,000 to ?1,00,000.
  • Consequences for attempting any of the aforementioned actions.
  • Any form of physical or psychological humiliation.
  • Legal action for all offenses defined under “ragging.”
